    I believe pool rules should qualify the 3-foul rule as only valid when the shooter has made an UNINTENTIONAL foul 3 consecutive times. Anything less clearly leaves the game wide open to abuse and unethical gamesmanship. Let alone it's own class of "unsportsmanlike" conduct in any honorable and respectable game of Billiards.
