As related to billiards equipment, a decal is a type of sticker used to decorate a cue stick. Typically a decal is considered a low cost method of decorating one's pool cue. Decals typically have some type of design or logo. The logo is usually the logo of the company that manufactured the cue.
You're so cheap or poor you can even afford a real cue. Look at that decal it looks horrible.
