Tied up is a term that is used primarily in snooker to describe an object ball that is considered safe because of the fact that it is in close proximity with one or more other object balls. A ball that is tied up would need to be developed by the shooting player before it becomes physically potable.
I want to shoot the blue ball but unfortunately it is tied up by the yellow ball and two other reds.
