Balls on is a term used to describe a situation in billiards where there are multiple legal balls that can be shot at. An example of a situation where there are balls on, would be during a game of 8 ball where the player still has balls on the table from his or her group of balls. This means that the player has multiple balls that he or she can shoot at, or multiple balls on. Contrast balls on to ball on, where there is only one legal object ball available to shoot at.
What do you mean he can't find a shot? He must have about 6 balls on at the moment, all of which have a clear path to shoot.
