A catcher is a participant in a collusion to rig a billiard game for financial gain. The catcher is the player who agrees to, and does, win the match. The catcher is may have to contribute any purse to the collusion winnings, of which all collusion participants divvy up after the match is complete. The catcher would be outlined in the gapper.
I believe Harry was the catcher in the big gambling scandal in last year's billiard tournament.
