The term cut shot is like a catch all phrase that refers to any shot that is executed with the cue tip striking the cue ball in any manner that is not a center to center hit. More informally, though, the term cut shot is used to describe any shot with a greater than slight degree of angle.

I think the cut shot is the most difficult shot in pool simply because the different angles call for different thinking about any given shot. When I watch other people play, the cut shot is the one most often missed. And it is the one shot I practice more than others. I set balls all over the table so that every shot is a different angle.
I agree with you on that. I almost stay way from them completely because of their difficulty. That said, those who practice cut shots regularly and get past the point at which they become almost second nature seem to perform them very well.
