The end rail refers to either of the two short rails at either end of a billiard, pool, snooker, or other pocket billiard table. The foot rail of a billiard table is an end rail. Some inexperienced or casual billiard or snooker players may refer to the end rail as the short rail.
You are going to have to bank the cue ball off of the end rail to get around that other ball. Once it banks, it will knock your three ball right in.
