Hugging the Rail is a billiard term used in North America to describe a ball that is stuck to the rail and touching it. This is usually achieved by shooting the cue ball as such that it strikes the cushion and the object ball at virtually the same time, sending the object ball straight down the rail while it is hugging the rail. Hugging the rail is a term that can be applied to any ball, cue or object, that is either rolling tightly along a rail while either in contact with it, or near contact with it. It can also be applied to a ball that is rolling along a rail while making multiple successive touches to the rail in the process.
That nine ball is just hugging the rail.
