Losing hazard occurs when the cue ball is pocketed, resulting in a scratch, after contact with, or caroming off of, an object ball. Losing hazard can be prevented through careful cue ball control, and well though out shots. Experienced billiards players are conditioned to check for losing hazard conditions as part of their shot assessment routine. An inexperienced player will not normally remember to check for losing hazard situations.
I've got that great shot on the 14 ball, but I think the way the balls are laid out, there is a risk of a losing hazard.
