Parking the cue ball normally describes a superb break in any rotation game where after the break, the cue ball remains in the center of the table, which is considered ideal in many games. Parking the cue ball can also be used to describe a very controlled shape shot or safety shot. In more general terms, parking the cue ball can refer to simply having the cue ball come to rest exactly where intended.
Lisa is probably the best I've seen at parking the cue ball. Yes, it is a great skill to have for position play.
