To pay a ball or to pay a scratch would mean to spot up a ball either as a result of a foul, or as part of a handicap, thus removing one of the coin markers used to indicate an owed ball. This term is used commonly in cutthroat billiards, and in one pocket Billiards.
Justin is pretty good when it comes time to pay up if he owes a ball.
