Steering is the undesirable practice of neglecting to follow through on shots with a straight cue, and instead, allowing it veer off in the direction of the shot's travel, the side of english as applied, or generally in a direction that is away from the proper aiming line. This is apparently a very common source of missed shots. Steering can be diagnosed by having a friend observe your complete stroke, or videotape your own stroke from above and play it back for analysis.
He's steering with his cue, it is no wonder he is missing those easy ones.
