The billiard and pool cue bumper is the rubber knob located on the bottom of the cue which protects it when rested on the floor. It also greatly reduces noise. You may hear novices incorrectly refer to the cushions on a pool table as bumpers. These protective pieces of rubber also serve to reduce noise.
I have a pool cue for sale but the bumper is in poor shape. It should be no problem though, since they are easy and cheap to replace.
