To give an opponent a number of games on the wire is to give them a handicap whereby they have to win a specified number of fewer games in order to win the match. Normally a more experienced pool player will give a less experienced some number of games on the wire as such that the less experienced player, and perhaps spectators and gamblers, will feel that the competition is evenly matched or fair.
You are going to have to give me three games on the wire if you want me to play you for 4 bills.
