As related to billiards and other cue sports, weight is basically a mutually agreed upon modification to the rules of the billiard game so that players of lower skill levels can compete against each other in a meaningful way. If you are playing someone considerably worse than you at 9-ball, you can set it up so that if they make the 8-Ball, they win. One can either "give weight" or "get weight".
