The wrapping is part of the pool cue near the butt. It is a covering for the area which the billiard player grips the pool cue. The wrapping normally ranges in quality from cheap nylon wrap to a very expensive Irish linen wrap.
That guy must either be extremely rich, or a really good billiard player. The wrapping on his custom cue is made from the best Irish linen. I wonder if having that type of material for the wrapping helps his game by giving him a better grip? Probably not.
