Pool Table Rail Inserts?

I have a generic unbranded pool table. The rails are one-piece cherry wood. On the underneath side of each rail are several threaded metal inserts. The hole for the insert is about 1 1/4 in. deep. The insert is about 3/4 in. in diameter with a hex recess for about a 5/16 in. hex Allen wrench.

These inserts don't appear to do anything. They do not hold any parts of the rail together.

Any idea what they are?
